  • Russia-backed officials in four Ukrainian regions partially controlled by Moscow have announced the final results of so-called referendums on joining the Russian Federation, saying voters "overwhelmingly" support the annexation. Meanwhile, European Commission President Ursula von der Leyen has proposed a set of new sanctions on Russia in the wake of "sham" referendums. The United States will provide an additional $1.1 billion in military aidto Ukraine, including funding for about 18 more advanced rocket systems and other weapons to counter drones.

  • Russian missile strikes in Ukraine's second city, Kharkiv, hit a railway yard overnight and knocked out power to more than 18,000 households, officials said on September 28.

  • Governor: First mobilized Russian troops arrive at the front line in Ukraine. Only one week after Russia announced "partial" mobilization, the Russian conscripts have already arrived, sent to replenish the ranks of the 1st Tank Regiment of the 2nd Motorized Rifle Division of Russia's 1st Tank Army, according to Luhansk Oblast Governor Serhiy Haidai. "They didn't undergo any training at all," Haidai said on Telegram. Meanwhile, Russian proxies officially call for annexation by Russia after sham referendum results. In a video address on Sept. 28, head Russian proxy in Luhansk Oblast Leonid Pasechnik called upon Russian dictator Vladimir Putin to officially pass a decree on the "joining" of the region to Russia. Less than an hour later, head Russian proxy in Kherson Oblast Volodymyr Saldo also called for the region's annexation, according to Russian state media - Kyiv Independent

“This is clear and obvious,” Zelenskyy added in his nightly address to the nation, after sham referendums were held in Ukrainian regions in a bid by Putin to annex more Ukrainian territory.
